We attempted to drive the Nebo Loop again today. We tried back on the fourth of July and had to turn around near the Santaquin exit. We made it further today, but had to turn around shortly after we got into Juab county. Apparantly it's flash flood time. Grrr! We were so bummed. 
The ride was still beautiful. We couldn't believe how green everything still was. Even at the end of July!
